Yes, it's somewhat over-reported considering the numbers involved:
345 cases of legionella in 2009 (which is well above the average 233
per year from 1980 to 2009), 20% of which is 69 (which would mean that
about 7 died given the 1 in 10 death rate).

Mind you, I use screenwash anyway, as it actually does a good job of
cleaning the windscreen, as well as keeping the bugs down.
