You didn't ever answer my question if 'speding" means as a cop mighor
as a safety professsional might see it?
A law enforcer might see it as a set number. A safety pofessional
could see a case where you "speed" might be passed by a non-speeder.

I've done that at a talk where the law folks were nodding in
agreement!
