Sounds like what you are describing might be the Lastec LTi 20/20 System
linked to a Local Video, if thats the case then ask and find out, as if the
whole episode may be recorded for posterity and can be produced as one
single item showing the initial hit on your vehicle at distance and then it
being tracked by the camera as it got closer and the registration becoming
visable.
