IMO its not a major issue where I live, I hear plenty of noisy cars and I also hear the occasional burnout but compared to the other bad driving things I mentioned its a minor irritation. The Melb newspapers occasionally print a list of areas where the police have confiscated cars, my area doesn't even get into the top 10 and the demographic that you seem to blame for most of the problems are rare around here. By your own admission you have little experience with the problem but that doesn't mean that it's not a big problem for other people living in certain areas.

Much more likely that an elderly citizen will crash into your house when they fall asleep at the wheel but they are much more difficult to target and it doesn't make good TV so no one does anything about it.
