As someone attempting to pass the test you are, by definition, a
beginner. Doing 25-28 in a 30 zone isn't excessive caution. Doing 40
in a 30 zone, as most 'competent' drivers seem to do, will guarantee a
fail.

Talk to a traffic officer yourself. Preferably when you get stopped
for "making progress" in a 30 zone. Don't come back until this
happens.

No it isn't. If it *were* true then not only could they save a fortune by
replacing their expensive speed recording cameras with a cheapo digital
camera, they would also have an unlimited revenue stream from both speeders
and the law-abiding.
