Everybody. You could still buy a road tax disk now to cover June.

It is not a fine. There is no point in trying to impose the charge when
the registered keeper could still avoid it and buy a tax disk.

I don't want a tax disc for a car that's off the road that I'm not
driving until July 1st. (when my current car's tax runs out and I swap
cars.)

They could have sent a fine any time in June to the previous owner I
guess. The car wasn't taxed and wasn't declared SORN, so I see no
reason to wait until July to issue a fine. I could imagine the DVLA
being mean enough to only give you 2 weeks to tax or SORN it.
