Just had a quick few minutes, and jacked all 4 wheels up, and with no
handbrake on.

All 4 wheels spin no problem in both directions, is this normal ??

As the text of how to dismantle etc says that the brakes should come
on when turning the drum backwards (reverse).

They should with the handbrake on...

when the coupling is compressed (putting the brakes on) turning the hub
backwards should release the brakes (so you can reverse)

Dismantle and clean and lube the brakes (replace anything that is needed),
then adjust everything as per the book, then try it out
