i would have thought skel trailers were always the correct height for
standard containers, but i think sometimes people chain empty
containers to a step deck, where they don't want to hire a skel.

drop/step deck trailers are required by law for carrying bulk dangerous
goods liquid in a TankTainer,

I don't think you are allowed to chain a loaded container anymore, they
require "twistloc"
