It makes no sense at all. It removes all responsibility from the
operator of the smaller vehicle (or the pedestrian), and requires that
the operator of the larger vehicle operate his vehicle in such a way
that he can respond to ANY action, however utterly irresponsible and
stupid, on the part of an operator of the smaller vehicle, without
harm coming to the smaller vehicle.

Since this includes such things as a bicycle crossing over to the
other side of the road and hitting an automobile (however slow moving)
head-on, the injustice is apparent to any honest person with the
intellect of a flea.

I suspect that would not be the exact wording in the law books. It
certainly isn't what I said made a certain amount of sense.
