Darwin seems to be doing a good job. Perhaps the "emergency services"

Has CCC been abolished?

There was a proposal to do just that in the early 1970s (the Redcliffe-Maude
Commission, though a minority report by Derek Senior opposed it). Cheshire
would have been split into several parts, controlled by new county
authorities in Manchester and Liverpool as well as part going to Staffs CC.

Don't forget Warrington too, logistically near to Merseyside, but
actually within the geographic county of Cheshire, but a unitary council
in its own right and not controlled by Cheshire East or West.
