I doubt it. The trucks are usually no where near even 55mph at the end
of the ramp and the SUV was barely passing. SUV was doing about 50mph
and slotherating at best.

That would explain why Harry K hasn't responded yet even though he has
posted in the pickup truck seat belt thread just this morning. I wonder

That happens to me a lot, but it's usually a truck that cuts me off. And
they usually micropass. Or play their little "I'm not going to let anybody
pass me" game. I followed a truck going 65 in the left lane while there was
a truck going 65 in the right lane for about 10 miles on I-40 once.
Truckers who play games should lose their license.

most truckers don't do this though. On I-81 in Virginia, they
"normally" don't do side-by-side for miles but they WILL pull out in
front of the left lane and take their sweet time getting around...
no better, no worse than the 4-wheel idiots that do the same
sometimes.

Once again, reading the wrong situation.

What we have here is a person in car #1, the red one, failing to observe
the approaching truck in the left lane.

Car #1 is also tailgating the truck ahead of him on the ramp and into the
moving lanes.

I'd say that car #1 is a bit of a sloth as he should be well aware of the
tanker behind him right on his bumper. At highway speeds, you don't want to
be trying to slow down a tanker too fast as the sloshing around could push
you ahead even more.

I agree car #1 was a bit fool hardy for his maneuver. As he should have
waited and been patient for the tanker to go by.
