I went to the SS office they could not issue an SS card but gave me a signed document from SS that I was who I said I was. 3. The MVB refused to accept the signed document from SS and said I had to wait for snail mail to deliver the replacement 4. I returned and got mu drivers license renewed about ten days later. I forgot why I was not issued a license the third time. I complained to my state legislator. They were rejecting about 40% of those that showed up for renewal. While I waited, I counted. I understand they have since modified the rules You need an SS card to prove your SS # You need a birth certificate to prove your citizenship Or you can bring a valid passport. You also need two utility bills to prove your address. Good luck if you're in a Real-ID state. Hope that the documentation you bring is acceptable. I never went in person the past. I did it all by mail.
