Mine was issued in January. It took me four trips to the MVB to fulfill the
requirements.

Certificate must have the actual embossed seal from your issuing
state..... unlike Obumblers. :-)

My state declined as did several others. We opted out with
HB 2677, a bill signed by then governor Janet Napolitano.
