Find those responsible.
Fit Russian crossplies to all their cars.
Make them drive on them until they wear out.
Don't let them drive anything else or sell the vehicle until then.
If feeling really nasty, fit a limiter to their cars.
If they can't light the tyres up, IME they'll last at least 100,000Kms!
That'll teach 'em.

Speaking of things Russian, a Molotov Cocktail through the rear window
while they're driving would be more acceptable...
