It could also be due to Enablers allowing LastMinute Lane-changers(LMLs) in and screwing up traffic flow.The MFFY schmucks wait until the very last minute and then try to merge into a backed-up line of traffic,and the enabler brakes to "JLEDI" and causes a ripple effect back thru the line,and really slow things up.
