Well that's the only one I've seen in the real world.

The ones on the TV usually take one of two forms: Either 3 cars boxing in
the 'bad' car - the tactical stop thingy, or just 1 police car pursueing a
'bad' car and flashing the lights and waving their little police arms in a
'pull over' type guesture. Neither of these happen in the video in the OP -
the police car drives along at 30mph, way way behind the 'bad' pensioner..

I'm afraid that you're talking absolute bollocks.

Police are trained to stop vehicles from behind and pull in behind the
vehicle being stopped. Yes, sometimes exceptionally the police vehicle
may wish to stop the vehicle behind it and indicate it to pull over and
yes sometimes when some vehicles won't stop they are subject to TPAC
tactics but the vast majority are stopped from behind.

The major reasons are as follows ...

It's a very simple yet effective safety measure ... (1) the police
vehicle doesn't get rammed by the vehicle it's trying to stop, (2) the
police vehicle can give chase if the other vehicle fails to stop
(whereas all it would have to do would be to pull over in to the next
turning to avoid police if their vehicle was in front), and of course
most importantly (3) - as most stops are routine and trouble free by
stopping behind the vehicle being pulled over a safe working environment
is created in the dead space between the two vehicles where neither
police nor driver will be hit by other traffic.

Oh and if you persist in your ill founded belief I'd advert your
attention to "Roadcraft" the standard police (and now all emergency
vehicle) textbook on the subject and of course the ACPO TPAC training
materials. Alternatively join the police and in due course take a
response or advanced driving course.

Or better yet don't bother - just go on a track day course and learn about
real car control, not the antiquated garbage you find in Road Craft.
