Without condoning the police action (which I agree was OTT), if this
chap is honestly attempting to claim he was so unaware that he did not
realise they were trying to stop him, then the absolute minimum
sentence he should receive is a lifetime driving ban.

It isn't possible to be that unaware while still being fit to drive.

Being stupid is not illegal, let alone any other possible medical reasons,
but, yes, he needs 'assessing'. May even be trying to pull a fast one :)

Still does not justify the actions.
