How noisy the car was *inside* the cabin also had no impact on roadworthy
requirements.

The short answer is that with the car being built in the 1960's, it has to
comply with the laws relevant to the era when it was new. *Not* the laws
that apply to new cars today.

It's perfectly legal to register any standard car built before 1971 without
seat belts and it would be perfectly roadworthy today, as prior to that time
they were an accessory. Not compulsory.
