Yeah much in common...except that the stresses on one at 11000 rpm are
enormously more than one at 8500.

All else being equal, yeah, but it depends entirely on the engine(s) in
question. The stresses on a Formula 1 engine at 11,000rpm are most likely
significantly less than those on a Mini engine at half that speed.

It's relative in other words.
