Crime is only partly linked to poverty. Some people will commit crime no matter what they have and others would never resort to crime no matter how desperate - most people, thankfully, are in the latter category. Also, the vast majority of crime is fueled by drugs. Once survival becomes a priority, people don't have the time to take drugs. They'd also think twice about the consequences of shagging the local slapper if the result could be another mouth to feed. All you need then is a proper Police Force to dish out punishments of the kind guaranteed to stop re-offending and you're there. I'd also have a new TV programme along the lines of Jeremy Kyle, only the audience get to shoot the guests.
