You might call this kind of criminal damage "low level". I don't. It
lowers the tone and pikifies an area.

Depends on how often it happens. When it has, the town council workers
have usually stood them back up quite early on.

The word "usually" implies that it's happened on more than one occasion.

26 car thefts
84 thefts from vehicle
35 common assault
1 theft from person
47 domestic burglaries.

About an order of magnitude below that.

There was a bit of a scandal locally when somebody got an ASBO, a couple
of years ago.

(This is in a town of c.7,000 people at the last census.)
