So if I am driving down a straight road & get blinded by a high beam
from a motorbike, & that causes an accident, it wouldn't be partly the
fault of the person using high beam at an inappropriate time?

What you would do well to remember is that it could be you that is hit
because of your actions.

I tend to keep my brake light on until a vehicle pulls up behind me,
then I release the foot brake to stop blinding them.
