Wow. How many hours a week to you offer your "gut feel" services to
courts so they can make convictions based purely on your opinions? Can
you also post a scan of your "I Know Best" certificate? Burden of

As far as I'm aware, there's two separate charges involving vehicles and
alcohol: Driving under the influence, and drunk in charge of a motor
vehicle. It's the second charge that applies here which you don't need to be
driving to be hit with.

Attempting to drive would cover being in a carpark with the keys.

Section 79 (11) identifies where the offences apply to, i.e. road or
elsewhere. Elsewhere can be a car park, private property or a mining site.
