Many states have such laws. Intentionally driving slow to cause other
traffic to slow down is known as "impeding traffic".

The question I have is exactly where was the kid driving so slow, was there
other traffic? What else was the kid doing that caused the officer to make
the stop?

Underage .02 is grounds for a ticket in many states. Not for DUI but
for having/consuming alcohol. In WA it is a ticket for "Possession or
Consumption of Alcohol" and is grounds for loss of license for a
period. The kids call it a 'Baby DUI"

Not only that, but by impeding traffic the slowpoke will cause accidents
as other traffic tries to get around the slowly rolling roadblock.
