The question I have is exactly where was the kid driving so slow, was there other traffic? What else was the kid doing that caused the officer to make the stop?

In WA it is a ticket for "Possession or Consumption of Alcohol" and is grounds for loss of license for a period. The kids call it a 'Baby DUI" Still scratching my head trying to figure out why you find it is so funny. Harry K

Not only that, but by impeding traffic the slowpoke will cause accidents as other traffic tries to get around the slowly rolling roadblock.
