I've searched for a while and I can't find a bill number. Trying to find
anything at a government site is useless without knowing exactly what you're
looking for.

Is it a bill? A resolution? Something that somebody is using to keep us in
line by scaring us with a nonexistent threat?

It's been tried before and it ain't happened yet.
Truckers were threatened with the same deal and that idea went to the
recylce bin in a flash.

AFAIK, it is only in the proposal stage. No one has actually gotten to the
point of sponsoring such a bill.

This could be the source of the story.

Legislators who vote for this are doing so only because they collected
a big bribe from the black box manufacturer. If safety was the
concern, it would be much better to stiffen penalties for speeders and
drunk drivers and texters.
