You should take the up with the manufacturers, often bike lights do not have
off switches.

And some designs have standlights which come on/keep the lamp on for
several minutes after the bike has stopped and thus there is no
output from the dynamo.

I have never seen a bicycle light that could not be switched off. (or
are you thinking of motorcycles, which are not the subject of this
thread?)

The lights on my bike are dynamo-powered. Both front and rear have
"standlights", so that they stay on for several minutes after the bike
stops. There is no way of disabling that facility.
