Of course he is. Gpstroll follows a line of command right down from emperor barry the first. it's not like gpstroll has escaped the conditioning. It's right there, he sees that earlier steps towards separting cops from the people that isturning them into a force that serves the chain of command instead of the people as long being in place so further steps are of no issue to him.
