That doesn't answer the question. Given a better car people will
unconsciously drive faster because the car's limit is faster, and it
doesn't feel like they are going so fast.

Why else did you suggest better handling/brakes means faster?

Yes, the ride, gearing and size of a vehicle can affect the choice of
speed well within performance limits.
