You seem to be confusing "appropriate speed for conditions" with "speed
limit".

Now where have we heard that before. Someone usually replies to point out
that the limit *is* the recommended speed for the road given normal
conditions. Then a reply about, please show me the place in the highway code
where it says the sign is a target speed. Then someone replies to say that
you will fail a driving test for not driving up close to the speed limit,
then someone else replies to say no you won't. Then someone will say that
the speed limit is too slow in certain conditions for some drivers. Then
someone else will say I did say "for the conditions". Then an argument
breaks out. etc etc.

So you enforce the limit better. Anyway , most people feel comfortable at 80
and so wouldn't speed anymore plus most people start to chicken out above 90
and virtually no one does over the ton even on a clear road so I don't reckon
you'd simply find the same amount of people speeding at 10mph higher than they
would do with a 70 limit.

Well I've been on some motorway sections where a lot of cars were
averaging 90 and even a hundred plus sometimes.
