The problem is that it has the wrong spacing on the vernier scale,
meaning that it's useless.

It's not completely useless. It's just a rule, with a light duty clamp on
one end :)

Well, I decided I was sufficiently annoyed by the misrepresentation to
take it back to the store. When I pointed out the issue to the storeman,
his response, referring to the tool, was "That's a piece of sh*t, that is."

why would you bother? you can buy a digital vernier for $20 to $30 that
would be far more accurate than this, having gone from this type to dial
verniers to digitals, they just sit in the drawer now that I only use
the digital version.
