If they suspect a civilian may be abusing the HOV privilege by driving the vehicle of one who is active duty miltiary, they could and should be able to ask to see the necessary miltiary ID card.

Of course other people with access to the vehicles would use them. Just like they take advantage of the handicap plates etc.
