Active duty military have a decal/sticker in the window indicating they are
active duty military. If they suspect a civilian may be abusing the HOV
privilege by driving the vehicle of one who is active duty miltiary, they
could and should be able to ask to see the necessary miltiary ID card.

Of course other people with access to the vehicles would use them. Just
like they take advantage of the handicap plates etc.

the DemocRATs sure are fearmongering with their spiel about healthcare, how
"X million" (the number varies each time they talk about it)people can't
get healthcare, and fearmonger about global warming or "climate change" as
it's now called,as we slowly find out how much data is being jiggered or
ignored to support their GW theory. They fearmongered about how the Patriot
Act would "trash the Constitution",yet now they are keeping it.

The DemocRATic Party is a bunch of LIARS.They are not to be believed.

where's all that "tranparency" and "no lobbyists" and "ethics in
government" that the 'RATs promised during their campaigning?
Just LIES.
