Does the _average_ "Brit" fly a Flag Of St Rooney? No. What sort of
people do? Three main types. Football fans. Knuckle-dragging skin-heads.

They're welcome to, subject to normal rules on advertising and H&S.
Nobody's said they aren't, have they? The Sun & Wail have certainly tried
to CLAIM they have - claims that have, so far, been thoroughly debunked.

Well your average Brit might not since a lot of them are busy flying the
welsh dragon or scottish saltire , but yes , a lot of average english do
fly the flag.

There have been certain councils who've made a fuss about it. Usually inner
city ones run by bleeding heart lefty liberals but mostly they've seen sense
in the end after some public humiliation in the papers.

People falling into several stereotypical subsets do, yes. I'd suggest
they're a relatively small minority of the 50m people who live in England.
