Roughly 15 years ago, I would have thought so, too. But I was getting
hassled for speeding when the only difference between me and nearby
traffic was, I had my lights on in low visibility conditions. It
happened too often to be coincidence. When you are in the middle of a
pack of 5-10 cars and you are the one that gets pulled over (time and
again), you start to wonder what it is about your car that is drawing
attention. Note I'm talking about a Silver colored family sedan.
Nothing screams "pull me over". It's not like I was driving a "ticket
me red" Corvette or something.

Anyway, I learned my lesson. In rain/fog, the lights are off. No
more hassles. -Dave

The state you live in doesn't have a wipers on, lights must be on law?
