It's even more illogical. I have 2 policies with different ins Co's, both
with earned max NCB.
If I have a claim under one policy, under the terms of both Co's, I must
inform the other Co. If I am responsible for the claim, it can affect the
renewal premium and/or the NCB on both policies.

Indeed. My insurance company has sent me a written copy of their quote for
insuring my wife and I to drive the Picanto 1.1 litre auto. It shows me with
zero NCD. Ludicrous.
