Isn't it? Sure, some drivers don't insist on overtaking and or driving up to
and beyond the speed limit. Some drivers even leave stopping distance
between themselves and the car in front. But these drivers seem to be in a
minority.

No, almost all drivers form a queue, even when there are opportunities to
overtake several cars safely without exceeding the speed limit.
(Except in London, or HGVs at 56mph of course. And possibly the IoM).
