Why could he not wait for a break in traffic off the zigzag markings?
Is the danger to pedestrians somehow reduced, because the car would be
going onto a drive?

Waited before the zigzags and then move forward. By waiting on the
zigzags, he was creating a danger to other road users.

No, they booked him for placing his car in a position that created
danger for other road users - would you be happy for a car to be parked
on zigzags while the driver nipped in a shop?
