Remembering, of course, that the "fee" is no longer a "toll" in the
traditional British sense*, but is now a _congestion_tax_ (necessary
because of the congestion caused by the queues at the pay booths?)!

* Traditionally tolls paid for the provision and upkeep of the bridge or
tunnel that they were applied to. The Dartford tunnel and QEII bridge
were fully paid up by the end of March 2003, but the government
introduced a new law allowing the fee to continue as a congestion charge!

Quite.

And the proper, non-spun, term for a "congestion charge" is a tax.

This one is Prescott and Ladyman's Tax.
