I have timed it, I can either go as fast as I can or as slow as I like and
the round trip is the same (ish) at the same (ish) time of day.

To make the same journey take more time, I have to keep below 10 mph on the
clearer stretches which is not only incredibly tedious, it is almost
certainly annoying to the traffic behind.

If I cycle it, it's quicker, as I can make an 18mph average, which is
impossible in the car unless there is very little traffic.

Yes - a motorcycle could move into a 2 second gap at any speed.
