The individual doesn't. The cost is borne by the combined entry/gate
takings. It's factored into the cost of running the event.

Todays news at news.com.au:
http://www.news.com.au/national/abby-sunderlands-solo-bid-was-too-risky-says-american-sailing-association/story-e6frfkvr-1225879235065

"Mrs Sunderland, who is pregnant with the family's eighth child, said the
family did not have the money to compensate Australian rescue officials,
with the rescue costing $300,000, the Courier Mail reported."

($300k now! it's going up....)

and also from:
http://www.news.com.au/travel/news/rescued-abby-sunderland-wants-second-go-at-sailing-record/story-e6frfq80-1225878946554

"A chartered Qantas plane was sent from Perth early on Friday to search for
Abby about 3700km off the coast of Western Australia.

It located her 12m yacht, Wild Eyes, that afternoon. It's been reported the
Qantas charter cost $10,000 an hour."

And various similar reports on nine and seven news, which are, no doubt, on
their web sites somewhere...
