Because, for the same strength, aluminium alloy has to be thicker than
pressed steel. The seat angle is also usually different for steels and
alloys.

Some manufacturers do (or did). The steel spares on both my alloy-shod
Cit XM and CX had little collars on the bolt holes to allow both to use
the same bolts.

Yup, that's it. Cosmetics. There _can_ be an unsprung weight difference,
but often (for strength) alloys are heavier than steels - and a couple of
kg of unsprung weight makes sod-all difference anyway, especially given
the thoroughly shite MacPherson strut & torsion beam suspension on the
typical car.

Theres no reason that manufacturers couldn't make good looking stainless steel
wheels. They just choose not to bother for whatever reason.

No, I'd have done it. Have done in the past. I've even stuck post-it
notes on people's drivers windows in the past when noticing they had a
