The powers that matter don't seem to.
After you kindly put me straight about a cycle being a vehicle, I went
onto the Govt site called "how to tax your vehicle" and lo and behold
I can't tax it.
I did *want* to pay, but the nasty Govt won't take my money.

Personally, I'd have thought that'd be an omission you'd be trying to
play down, not encourage...
