I've read your post above, and see nothing telling me it's recommended.
Maybe you can point to a bit of the HC which says it.

Do you know the difference between "recommended" and "mandated"?

I think I see the confusion: Do you mean that the local authority recommend
to the county (or higher authority) what the speed limit should be?

Your post makes it sound as though you believe speed limits are the
recommended speed to travel at. (as recommended by the local authority)
