My car is at it's most economical at around 65mph cruise, according to the

True, however there is a very compelling argument that a vehicle doing a
speed way below the prevailing traffic speed is a safety risk.

Hmmm. Perhaps we should have a very straightforward way of relating that
extra cost directly to the amount of fuel used? Maybe we could just put a
shitload of tax onto the basic cost of the fuel. Hell, if the government
*really* wanted to rake it in, they could even then charge VAT on top of
that tax... Nah, it'd never be acceptable to the public...
