You haven't posted a link to the news story this time (probably because a
cyclist wasn't involved), but I can immediately think of 2 ways in which
this differs from the CM protest: 1. Taxis do a useful job in our cities and
2. They *may* have a valid reason for their protest. CM do neither.

In terms of 'effect' the gridlock will be the same - the only potential
difference is that the taxi drivers will probably comply with the law and no
arrests will have to be made.
