I was thinking of something that would be described officially in the HC so everyone uses it in the same way. In other words, remove the ambiguous uses of the headlamp flash (though 99% of people seem to distinguish them correctly) and replace them with two unambiguous signals: headlamp-flashing which only means "visible horn - I am here" and green lights (or whatever signal is chosen) which only means "I will wait for you". After all, everyone understands the meaning of flashing amber lights on one side of the car or bright red lights plus a third high-level one on the rear of the car, because they are described in the HC and taught for the driving test.
