Do you have a better suggestion?
I would prefer to see everyone with an rfid chip implanted, that would save
the need for licensing, id cards, passports etc. etc.

difficult to licence on that basis. I see they may well microchip all
dogs, perhaps the same for rabid cyclists?

That old chestnut again. The regulation of motorists is not 100% perfect,
so there is no point using it for cyclists. The system works for the vast
majority of motorists and would work for the vast majority of cyclists.
