The school system I know of (Primary),.. is virtually totally devoid of any
will to discipline repeatedly errant children. I know of one 5th form kid
who is a regular truant to the tune of one day a week. The school haven't
done anything with conviction to address the problem. It's as tho they dont
want to get involved.

Of course I'm not referring to the "old" days when failure to provide A
note, would see you in a meeting with Mr Cane. They were a little too
draconian,...but like other things in one's life, it is a see-saw
thing,..from the rediculous to the sublime :-)... and vice-versa.

Just a quick look on the net to find what may be abuse:

Is it any wonder that the female role is to simply drop them out and drop them

No, they are a product of three things, in chronological order.

1. Parents who failed to teach/control/discipline them before they
ever start school.

2. A school system where the teachers aren't allowed to say anything
negative to/about the evil monsters or say anything but praise in
their reports.

3. A school system where the dunderheads who can't/won't learn can't
be kept down (aka repeat the year) and so - when they fall off the
learning cart - become a drag on the system which should be able to
aim its effort at least as high as the average kid, instead of having
to devote extra time to the knuckle-dragging sector.
